Ghana Strengthens Strategic Engagement with China Through 24H+ Mission.

As part of Ghana’s ongoing efforts to deepen strategic economic and cultural cooperation with the People’s Republic of China, our Deputy Chief Executive Officer for Human Resources and Operations, Mr. Ambrose Edwin Nsarkoh together with other government officials is currently participating in a high-level mission to China under the 24H+ Programme.
The mission, which runs from 17th to 26th January, brings together key Ghanaian institutions to advance mutual understanding, attract investment, and strengthen long-term state-to-state relations between Ghana and China.
The mission is being facilitated through the invaluable support of the Ghana Embassy in Beijing, led by Ambassador Bonsu, whose commitment and coordination have been instrumental to the success of the engagement. The programme is jointly coordinated with Shanghai Maku Cultural Communication Company Ltd (SMCCCL), a Chinese organisation with extensive experience in promoting economic, cultural, and academic collaboration across the Global South.
Mission Objectives
The mission is anchored on four core objectives:
- Deepening understanding of China’s values, culture, governance systems, and decision-making processes for mutual benefit;
- Contributing to the strengthening of Ghana–China state-to-state relations;
- Attracting Chinese investment and technical assistance to priority sectors under the 24H+ Programme; and
- Conducting AI-based economic research to support Ghana’s macroeconomic and sectoral planning.

Programme Highlights
The programme commenced in Beijing with an orientation on China’s political system and governance framework, complemented by visits to national museums to provide historical and institutional context. The mission will conclude in Shanghai with engagements focused on city planning and Chinese political philosophy.
Participants will also engage leading academic and research institutions including:
- Peking University Institute for the New Structural Economics, founded by Prof. Justin Yifu Lin;
- China Agricultural University;
- China Academy of Fisheries Sciences; and
- Peking University School of Foreign Languages and its publishing arm, the China Foreign Languages Research and Training Press.
Engagements with Chinese state institutions form a central pillar of the mission, recognising the strategic role of the Chinese State in guiding economic development. Meetings have been requested with institutions including the Communist Party of China, the National Development and Reform Commission, the Ministry of Agriculture and Rural Affairs, the Ministry of Culture and Tourism, as well as the China Development Bank and the China–Africa Development Fund.
Investment and Research Focus
Investment promotion discussions are centred on priority 24H+ sectors, including transportation infrastructure, culture (Show24), and fisheries (Grow24). The mission also supports a groundbreaking collaboration between 24H+, the Ghana Statistical Service, the Accra Centre for Applied Research, and SMCCCL to develop an AI-based model of the Ghanaian economy. This research initiative aims to enhance evidence-based policymaking and long-term project planning.
Logistics and Collaboration
To maximise sectoral impact, the delegation will split into sub-teams to engage stakeholders across Beijing, Wuhan, Jinhua, Changsha, and Shanghai, focusing on fisheries, culture and tourism, and small-scale industries. SMCCCL is providing comprehensive logistical support within China, including accommodation, transportation, interpretation, and event coordination.
The mission underscores Ghana’s commitment to structured, knowledge-driven, and mutually beneficial international partnerships, positioning the country to leverage China’s experience, capital, and technical expertise in advancing national development priorities.
